The CALEA Standards Review and Interpretation Committee, referred to as the “SRIC” meets in Executive Session just prior to each CALEA conference to work on standards for revision or creation of new ones. At the CALEA conference, the entire Commission votes to either approve a standard or direct staff to post the standard for client comments. Deleted language is shown in strikethrough and highlights. The proposed new language is shown in red font and bold.
Please review the standard and complete the web form by Friday, May 20th, 2022.
The following Law Enforcement standard 46.1.5 Planning Function contains several bullet points. The recommendation is to delete one bullet and move the content to a separate standard, proposed as 46.1.13 COOP. Below are the suggested revisions:
46.1.5 (M M M M) (LE1) Planning Function
At a minimum, the planning function will address the following:
a. preparing a documented incident action plan;
b. gathering and disseminating information and intelligence;
c. participating in a Continuity of Operations Plan (COOP)/Continuity of Government Plan (COG); and
c. planning post-incident demobilization.
Commentary
The planning function is vital to the success of the critical incident plan. Preparation of a documented incident action plan is one of the first responsibilities of the planning function. This function is also responsible for collecting and evaluating information about the incident, the status of resources, and anticipated equipment and manpower needs. The planning function is typically tasked with assembling information on current and alternative strategies, identifying needs for special resources, providing periodic predictions on incident potential, and preparing recommendations for release of resources.
COOP/COG planning is an effort to assure that the capability exists to continue essential agency functions throughout any potential emergency. The primary objectives of this plan are to ensure the continuous performance of a department or agency's essential functions/operations during an emergency, protect essential facilities/equipment/vital records/and other assets, reduce or mitigate disruptions to operation, assess and minimize damage and losses, facilitate decision-making during an emergency, achieve a timely and orderly recovery from an emergency, and resumption of full service to the community. (M M M M) (LE1)
46.1.13 Continuity of Operations Plan (LE1) (M M M M)
The agency shall develop a written Continuity of Operations Plan (COOP). The plan shall be exercised every four years.
Commentary
COOP planning is an effort to assure that the capability exists to continue essential agency functions throughout any potential emergency or under other circumstances. The primary objectives of this plan are central to ensuring the continuous performance of an agency's essential functions/operations. These primary objectives also include protection of essential facilities, equipment, vital records, and other assets. This includes the reduction or mitigation of disruptions to operations, assessment and minimization of damage and losses, and facilitation of decision-making during an emergency. In addition, the achievement of a timely and orderly recovery from an emergency and resumption of full service to the community should be included. Exercising the plan is necessary to ensure it continues to meet the appropriate needs of the agency. (M M M M) (LE1)
