Under general supervision, to dispatch public safety personnel and equipment for law and either medical or fire services.

The Communications Dispatcher II is a Peace Officer Standards and Training (POST) position and the classification is the journey-level of the Communication Dispatcher class series. As such, candidates must possess experience in the field of emergency communications dispatch.

Ideal candidates also would possess a current California POST Public Safety Dispatcher Basic Certificate and possession of an Emergency Medical Dispatching EMD certification is also highly desirable.

Candidates must successfully pass a complete background investigation including fingerprints, polygraph, psychological and medical examination. Applicants with a felony conviction and/or a conviction outside of California that would be considered a felony in this state will be disqualified.

Candidates that meet the employment standards, pass the hiring interview and screening processes are eligible to be hired as a Communications Dispatcher II and attend the 11-week Basic Communications Dispatcher Academy training as a trainee. Benefits include medical, dental, and life insurance programs.

A newly appointed Communications Dispatcher II must successfully complete a 12-month probationary period during which they will be required to complete additional training under the supervision of a Training Dispatcher.

Typical Tasks
Receives incoming emergency and non-emergency calls and transmits radio traffic in response to complaints and inquiries from other agencies and the public;

Provides Emergency Medical Dispatching, which includes pre-arrival medical instructions;

Evaluates information to determine jurisdiction, personnel and equipment to be dispatched;

Relays information from or to other public safety authorities as required to coordinate the dispatching of services between two or more agencies;

Monitors several public safety frequencies;

Operates a variety of equipment including radio transmitters and receivers, radio consoles, telephone and other communication equipment;

Provides various database searches to obtain information in response to requests from law enforcement personnel;

Records the nature and source of all incoming and outgoing radio messages as required;

Performs miscellaneous clerical work;

Reports the need for radio and other equipment repair;

Maintains knowledge of the cities, highways, main streets, major buildings and geography of Santa Clara County;

May be assigned as a Disaster Service Worker, as required;

And performs other duties as required.

Requirements

Employment Standards
Communications dispatching experience that demonstrates the application of the knowledge and abilities listed below.

Training and Experience Note: The knowledge and abilities required to perform this function are normally acquired through at least one (1) year work experience equivalent to Communications Dispatcher I with Santa Clara County.

Possession of current California POST Public Safety Dispatcher Basic Certificate.

Possession of current Emergency Medical Dispatching (EMD) certification.

OR

One (1) year work experience for a government entity taking and dispatching 9-1-1 and other emergency and non-emergency calls for law enforcement and either medical or fire services.

Possession of current California POST Public Safety Dispatcher Basic Certificate OR equivalent training and must obtain California POST Public Safety Dispatcher Basic Certificate within the probationary period.

Possession of EMD training certification currently in use by Santa Clara County or obtain EMD certification during the probationary period.

OR

Two (2) years work experience for a government or private entity taking and dispatching 9-1-1 and other emergency and non-emergency calls for law enforcement, medical or fire services.

Possession of current California POST Public Safety Dispatcher Basic Certificate OR equivalent training and must obtain California POST Public Safety Dispatcher Basic Certificate within the probationary period.

Possession of EMD training certification currently in use by Santa Clara County or obtain EMD certification during the probationary period.

Qualifications

Knowledge of:
Techniques, procedures and methods used in the operation of a public safety communications center;

Two-way radio, telephone, and other related equipment commonly used in public safety dispatching;

Cities, highways, main streets and major building and geography of Santa Clara County;

Rules and regulations of the Federal Communications Commission pertaining to radio telephone operations.
Ability to:
Accurately dispatch public safety personnel and equipment in a quick and efficient manner;

React quickly, efficiently and calmly to any emergency situation and to adopt an effective course of action;

Speak clearly and concisely in English;

Prepare records;

Follow oral and written instructions;

Retain, recall, and evaluate facts and/or details solely from memory;

Deal tactfully with the general public, law enforcement and other officials;

Use a keyboard and other peripheral computer equipment with moderate speed and a high level of accuracy;

Work on weekends, holidays, odd or irregular hours and overtime, as required.
