CALEA® Agency Support Program (CASP)

CALEA Agency Support Program (CASP)

 

The purpose of the CALEA® Agency Support Program (CASP) is to support the professional development of under-funded law enforcement agencies, public safety communications centers, public safety training academies and campus security organizations by offering support to qualified agencies seeking accreditation for the first- time. This program will provide limited waivers to the fees applied by CALEA for agencies to participate in the established accreditation programming. In doing so, the program shares the overall CALEA mission by providing an impartial, objective and systematic credentialing program by which qualifying public safety agencies may be assessed against established best practices for the respective profession. Under this program, selected eligible agencies will receive waivers, hereafter referred to as Initial Accreditation Fee Waivers (IAFW) (See Appendix A for CASP Policy). 

 

Initial Accreditation Fee Waivers and Financial Implications:


The IAFW covers all CALEA initial administrative fees which otherwise would be paid by the applicant agency. In addition, the agency awarded the IAFW is required to pay one-half of the estimated initial assessment costs upon enrollment in an accreditation program. The remaining one-half of the assessment costs must be paid prior to logistical scheduling of any assessment activities. These payments are non-refundable. 

 

Candidate Selection Criteria: 

 

  1. 
Must demonstrate a financial need for the IAFW Award. 

  2. Must demonstrate a capacity to reach CALEA Accreditation.
  3. Must enroll within 60 days after receiving the award.
  4. 
Must agree to a non-refundable payment of one-half of the projected accreditation assessment costs at the time of enrollment.
  5. Must agree to payment of the second half of the projected accreditation assessment costs prior to logistical coordination of the respective assessment.

The CASP Committee will review the application materials with a primary focus on providing awards to agencies with less than 50 full-time personnel, and make recommendations for awards based on financial need and the maximum number of IAFWs available that fiscal year. Additionally, the Committee may choose to consider such factors as previous distribution history related to program type, geography, or any other variable that impacts CALEA's overall mission or the program's intent. In the absence of qualifying agencies with the number of personnel identified in this policy, the Commission may extend awards to other qualifying agencies.

Explain the reason(s) the agency seeks to become accredited by CALEA. Explain the agency’s and governing board’s commitment to working with the Commission toward accreditation.
Service Population: Please provide a description of the agency’s jurisdiction, including the size of the service population, if applicable. Describe any temporal or seasonal fluctuations in service population.
Please provide a description and/or documentation of the agency’s legal authorization to function as a public safety / law enforcement agency and the authority for sworn personnel to effect full custodial arrest. This may include state statute, local ordinance, etc.
Agency Personnel: Provide numerical data for categories given. Only include the number of authorized full-time sworn and non-sworn positions (i.e. those included in your agency budget) assigned to the law enforcement function. Exclude part-time positions, volunteers, or employees assigned to corrections, fire services, or other non-law enforcement related functions.

Definitions:
  • Supervisory: Direct authority over line or non-supervisory positions
  • Command/Managerial: Direct authority over supervisors
  • Executive(s): CEO and direct reports, except as noted in Command

  • Personnel: Expenditures for all agency personnel, including wages and fringe benefits.
  • Operations: Expenditures for vehicle operation/maintenance, facility operation/maintenance, training, etc. (do not include personnel costs).
  • Capital: Expenditures for facility construction or the purchase major equipment (computers, vehicles, etc.).

Explain the agency and governing body’s budgetary information. Describe the agency’s need for financial assistance, including why funds are not available for accreditation and what funds will be available to meet any costs incurred in order for the agency to comply with accreditation standards.
Describe the agency’s plan to complete the initial accreditation process within the initial time period allotted (2 or 3 years depending on program). Identify internal and external resource that will be utilized. Name the agency’s contact person and/or accreditation manager.
Describe the agency’s experience in conducing major projects of a similar nature.
Document both the agency’s and the governing body’s long-term commitment to continuing in the accreditation process after achieving initial accreditation.
