CALEA TRI-ARC Awarded Agencies
The CALEA TRI-ARC Award was created to recognize entities that concurrently hold all three CALEA Accreditation Awards: Law Enforcement, Public Safety Communications, and Public Safety Training Academy. The award name was selected to reflect the three accreditation programs (“TRI”) and symbolize the synergistic power and light created as the result of an unusual achievement (“ARC”). A handsome cherry wood obelisk statute was created to represent the award.
The Volusia County (Florida) Sheriff’s Office Is led by Sheriff Michael Chitwood. The agency’s accreditation manager is Lieutenant Patrick Leahy. The agency received its initial award for Advanced Law Enforcement Accreditation in November 1991, its initial award for Public Safety Communications Accreditation in July 2020, and its initial award for Public Safety Training Academy Accreditation in March 2024.
The Dirección General de la Policia Estatal del Estado de Durango is led by Secretario Óscar Armando Galván Villarreal, who commands all participating programs. The law enforcement accreditation manager is Ambrocio Álvarez Hernández, the communications center accreditation manager is Mayra Lizeth Hernández Hernández and the training academy accreditation manager is Yuridia Burciaga Siqueiros. This agency received communications accreditation in November 2021, and training academy accreditation in July 2022.
The Fort Smith (AR) Police Department is led by Chief Danny Baker. The agency’s accreditation manager is Sergeant Ryan Ohm. The law enforcement function received initial advanced accreditation in July 2003, the Communications function received initial accreditation in November 2007, and the training function received initial accreditation in July 2023.
The Secretaría de Seguridad Pública del Estado de Yucatán is led by Secretario Luis Saidén Ojeda, who commands all participating programs. The law enforcement accreditation manager is Cecilia Alejandra Lozano Cantú, the communications center accreditation manager is Abril Alejandra Puerto, and the training academy accreditation manager is Laura Raquel Nato Bolaños. This agency received law enforcement accreditation in November 2022 at the St. Louis Conference, and communications, and training academy accreditation in July 2023.
The Cobb County (GA) Police Department is led by Chief Stuart VanHooser. The law enforcement and training academy accreditation manager is Jason Wise. The Cobb County 911 Emergency Communications is led by Director Melissa Alterio and the communications accreditation manager is Ms. Kathy Strickland. The law enforcement function received initial accreditation in March 2005, the Communications function received initial accreditation in July of 2002 and the training function received initial accreditation in November of 2022.
The Policía Estatal del Estado de Coahuila de Zaragoza is led by Subsecretario Héctor Flores Rodríguez. The law enforcement accreditation manager is Yariva A. Dávila Tristán, the communications center is led by Subsecretario Juan Carlos López Reynoso and the accreditation manager Adriana Areli Morales Muñoz. The training academy is led by Rector José Luis de la Peña Flores and the accreditation manager is Andrés Ignacio Galarza Aizcorbe. This agency received law enforcement and training academy accreditation in November 2022 at the St. Louis Conference, communications accreditation in July 2022.
The Secretaría de Seguridad Pública del Estado de Aguascalientes is led by Secretario Jonás Chávez Marín. The law enforcement accreditation manager is Gregorio Osvaldo Mata Luna, the communications center is led by Director José Héctor Benítez López and the accreditation manager Norma Erika Padilla Camarillo. The training academy is led by Director Luis Fernando Diaz Esparza and the accreditation manager is Juan de Dios Najera Ochoa. This agency received law enforcement and communications accreditation in July 2022 at the Chicago Conference, training academy accreditation in March 2022.
The Comisaría Vial de Secretaría de Seguridad del Estado de Jalisco is led by Comisaria María Blanca Minerva Magaña. The law enforcement accreditation manager is Rosa Isela Mercado Alonso, the communications center is led by Directora Ruth Iraís Ruíz Velasco Campos and the accreditation manager Alberto Rocha Jiménez. The training academy is led by Director General de la Academia Fernando Rafael Curiel Campos and the accreditation manager is Ana Lucía Díaz Covarrubias. This agency received law enforcement accreditation in March 2022 at the Orlando Conference, training academy accreditation in November 2021 and received communications accreditation in July 2021.
The Subsecretaría de Policía Estatal del Estado de México is led by Subsecretario Sergio Hernando Chávez García. The law enforcement accreditation manager is Inspector General Ernesto Rafael Rojas Mira, the communications center is led by Director Hugo De La Cuadra Mendoza and the accreditation manager is Subdirector Josafat Hernández. The training academy is led by Directora Griselda Camacho Téllez, and the accreditation manager is José Alberto Ramos Tapia. This agency received law enforcement accreditation in November 2021, training academy accreditation in November 2020 and received communications accreditation in July 2020.
The Gwinnett County (GA) Police Department is led by Chief James McClure. The law enforcement accreditation manager is Tammy Koonce, communications, Carol Palmer and training academy accreditation manger is Angela Jackson. The agency received advanced law enforcement accreditation in November 1993 and communications and training academy accreditation in November 2021.
The Washington State Patrol is led by Superintendent John Batiste. The law enforcement, communications, and training academy accreditation manager is Lydia Hoffman.The agency received law enforcement accreditation in March 1988, training academy and communications accreditation in July 2021.
The Kansas Highway Patrol is led by Superintendent Herman Jones. The law enforcement, communications, and training academy accreditation manager is Christi Asbe.The agency received law enforcement accreditation in July 2018, training academy in July 2020, and communications accreditation in March 2021.
The Florida Highway Patrol is led by Director Gene Spaulding. The law enforcement, communications, and training academy accreditation manager is Lisa Barnett.The agency received law enforcement accreditation in November 1996, communications and training academy accreditation in November 2020.
The Lafourche Parish (LA) Sheriff's Office is led by Sheriff Craig Webre. The law enforcement, communications, and training academy accreditation manager is Lesley Hill. This agency received law enforcement accreditation in December 2000, communications and training academy accreditation in July 2020.
The Winston-Salem Police Department is led by Chief Catrina Thompson. The law enforcement, communications, and training academy accreditation manager is September Tuttle. This agency received law enforcement accreditation in November 1997, communications and training academy accreditation in July 2020.
The Miami Police Department is led by Chief Jorge Colina. The law enforcement, communications, and training academy accreditation manager is Sgt. Anthony Martinez. This agency received law enforcement accreditation in March 2003, communications and training academy accreditation in November 2019.
The Secretaria de Seguridad Ciudadana del Estado de Queretaro is led by Secretario Juan Marcos Granados Torres. The communications center is led by Secretario Jose Anaya Cooley and the accreditation manager is Julio Willis Garcia. The training academy is led by Director Juan Arias Soto and the accreditation manager is Fabian Galindo Cota. This agency received law enforcement in March 2018, training academy accreditation in November 2018 and received communications accreditation at the Huntsville Conference in May 2019.
The Secretaria de Seguridad Publica de Leon is led by Secretario Luis Enrique Ramirez Saldana. The law enforcement, communications and training academy accreditation manager is Leilani Tortolero Garcia. This agency has been law enforcement accredited since November 2017 and received communications and training academy accreditation at the Grand Rapids Conference in July 2018.
The Colorado State Patrol is led by Colonel Matthey Packard. The law enforcement, communications and training academy accreditation manager is Ian Whittington. This agency has been law enforcement accredited since March 2015 and received communications and training academy accreditation at the Frisco Conference in March 2018.
The Secretaria de Seguridad Publica del Estado de Guanajuato is led by Secretario Alvar Cabeza de Vaca Appendini. The Law Enforcement and Training Academy Accreditation Manager is Roberto Centeno Torres, the Communications Manager is Manuel de Jesus Villarreal Romero. This agency has been law enforcement accredited since July 2016 and received communications and training academy accredited at the Jacksonville, FL Conference in November 2017.

The Monmouth County Sheriff's Office is led by Sheriff Shaun Golden, the Law Enforcement Accrediation Manager is Denise Palmisano, the Communications Manager is Scott Nelson, and the Training Academy Manager is Daniel McKenna. This agency has been law enforcement accredited since August 1998; communications accredited since July 2001; and received training academy accreditation at the North Charleston, SC Conference.
The Alameda County Sheriff’s Office is led by Sheriff Gregory Ahern, the Law Enforcement and Communications Manager is Lieutenant Darren Skoldqvist; and the Training Academy Manager is Lieutenant Tara Russell. This agency has been law enforcement accredited since August1996; training academy accredited since July 2006; and received communications accreditation at the Albuquerque Conference.
The Maryland State Police is led by Colonel Marcus Brown; the Law Enforcement, Training Academy, and Communications Accreditation Manager is Captain Douglas Baralo. This agency has been training academy accredited since March 2014; communications accredited since March 2014; and received law enforcement accreditation at the Albuquerque Conference.
