Thomas Kulhawik
CALEA Regional Program Manager
The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®), the Gold Standard in Public Safety, is pleased to announce Thomas Kulhawik will join CALEA as the Northeast Regional Program Manager. Mr. Kulhawik joins CALEA after spending more than 31 years in law enforcement, most recently serving as the Chief of Police for the Norwalk Department of Police Service.
Mr. Kulhawik was appointed chief of the Norwalk (CT) Police Department in 2012. He has served with the department since 1983 assuming various positions within the agency. Mr. Kulhawik was a commissioner for the Connecticut Sentencing Commission, a member of the International Association of Chiefs of Police, and a member of the Connecticut Police Officer Standards and Training Council. He has a Master’s in Public Administration from Post University, where he also serves as an adjunct faculty member. Mr. Kulhawik has been a CALEA Assessor for more than six years most recently serving as a Team Leader and as a CALEA commissioner.
Paul MacMillan who has served as the Northeast Regional Program Manager since November 2014 will move into his second retirement and enjoy time with his family on "the Cape". Paul served as the first northeast RPM when CALEA moved to a regional client support model. The commission wishes all the best for Paul and cannot thank him enough for his service.
